A good resource site (for those new to elearning): eLearn 1.0. I've found some really well thought-out, well-written articles on the Learning Circuits site.
Interested in the impact of wireless networks on elearning? Check out 802.11 - Wireless LAN Technology...apparently, it is capable of 50+ MB/sec...can you say quality streaming video?!?!
Elearning is still in its infancy (how many times can I write that?!?)...one of the big challenges that must be addressed is bandwidth limitations. Video, exercises, simulations, etc., all require network resources beyond what is currently available. This limitation should be a particular focus to those designing courses (i.e. - design with an eye on the future, but focus on current bandwidth limitations).
